“RABAT INITIATIVE FOR A COMPREHENSIVE AND SUSTAINABLE ARAB-TURKISH PARTNERSHIP RABAT, 16 NOVEMBER 2011

Context

Since its inception in Istanbul, the Arab - Turkish Forum has witnessed intensified consultations between the two parties with the aim of establishing effective mechanisms to consolidate the Arab – Turkish cooperation at all levels: political, economic, social and cultural; hence, becoming a leading model for regional cooperation.

On this basis, the forum has endorsed in 2009 the Strategy and Action Plan as a referential framework for cooperation between the Arab side and Turkey. In order to consolidate this process, the Rabat initiative has been elaborated to ensure a comprehensive and durable Arab – Turkish Partnership that is capable of integrating effectively all diversified capacities and resources of the Forum’s member countries to meet the peoples’ aspirations for prosperity and development.

Nature of the initiative

According to the five major themes of the Forum’s Strategy and Action Plan, a medium term Executive Program (2012-2015) is put in place with specific objectives and implementation and follow-up mechanisms for the purpose of accelerating the pace of implementing urgent model projects and vital priority activities in member countries.

Objectives

The Rabat initiative underlines the importance of adopting a new practical approach to the Forum that is based on a forward-looking vision and well-defined and carefully planned programs. The objective being to focus on the operational dimension of cooperation between the parties and thus contributing to the achievement of the Millennium Development Goals and responding appropriately to the real aspirations of the peoples of the region.

The main objective of this approach is to strengthen the Arab - Turkish partnership in a comprehensive and durable manner that ensures the effectiveness of the Forum as a strong regional gathering.

Mechanisms

A Committee of Experts will ensure the follow up of the implementation of the model projects and will present its reports to the ministerial meetings on the progress achieved.”

The medium term Executive Program (2012-2015) is detailed in the statement that was released on Wednesday, pointing to cooperation in Political / Security Field, Economic Field, Cultural, Educational and Scientific Fields, Social Development Field and in the Alliance of Civilizations.
